The most important job of the State Treasurer is to invest the state's money safely and wisely. As State Treasurer, Richard has used his private-sector business background to maximize value for Hoosier Taxpayers. Richard's investment philosophy has always been: Safety, Liquidity, Yield, in that order. Despite the difficult economic environment and low interest rates, Richard and his competent investment staff have managed to earn millions of dollars in interest for Hoosier taxpayers since he took office in 2007!
Promoting Education and College Savings:
As State Treasurer, Richard also serves as the Chairman of the Indiana Education Savings Authority, which oversees Indiana's College Choice 529 Plan. The College Choice Plan allows Hoosier families to save tax free for a loved-one's college education. Soon after taking office, Richard modernized the Plan, selected UPromise as the new administrator, and has worked hard to promote the Plan to Hoosiers. As a result of Richard's work on behalf of the plan, Indiana's College Choice Direct 529 Plan is now recognized by Morningstar as one of the five best 529 Plans in the country! Hoosiers seem to agree. Since 2007, the number of Hoosier participants in the Plan increased from 23,000 to over 125,000. Richard has also been a champion of the $1,000 529 state tax credit, one of the most generous in the nation.
Enhancing Public Safety:
As Chairman of the Indiana Wireless Enhanced 911 Advisory Board, Richard has been a leader in improving public safety in Indiana. By state law, the Wireless Board is responsible for overseeing the network that routs all 911 calls placed on cell phones to the proper dispatch center. If you have ever called 911 on a cellular phone or other wireless device you have used this network. The network currently handles an average of over 6,000 calls per day. This translates to more than 2 million calls per year. In 2009, Indiana Next Generation Wireless 911 Network was recognized as one of the best in the nation and received an award for innovation from the National Emergency Number Association.
Opposing Bailouts:
For over 200 years American has been a land of opportunity and freedom. The freedom to succeed necessarily includes the freedom to fail. Richard believes that in the long run it is unwise for the government to subsidize or "bail out" private corporations when those corporations fail to be profitable on their own. Richard is the only candidate for State Treasurer who opposes such bailouts. In 2009, Richard took a stand against the illegal treatment of bondholders and Hoosier pensioners by the federal government in the Chrysler LLC bankruptcy case. He became a national voice of reason in the rush to spend billions of taxpayer dollars to bailout and then nationalize the U.S. auto industry. |
